The first challenge was a daunting task: to bid for a turnkey project under the Ministry of Defence, Government of India-led Defence Testing Infrastructure Scheme (DTIS) for Unmanned Aerial Systems (UAS) in Tamil Nadu. This ambitious government initiative aimed to boost indigenous defence capabilities by providing financial assistance to establish cutting-edge testing and certification facilities in Defence Corridor Tamil Nadu.
– Complex Financial Structure: As a Section 8 (Not-for-Profit) company, the consortium faced challenges in securing investor returns.
– Strict Financial Guidelines: The Government imposed stringent conditions on project expenditure, limiting the allocation for civil works and mandating significant investment in specialized testing equipment. It was stipulated that the civil works must cost less than or equal to 20% of the project cost, and the balance of 80% must be spent only on Test Equipment, installation and testing, and land costs would not be funded by the central govt. and the onus to provide the land was on the implementation agency; Tamil Nadu Industrial Development Corporation (TIDCO).
– Rigorous Qualification Criteria: The consortium members had to meet stringent turnover, experience, and technical capability requirements.
A Collaborative Effort:
BiJi Pathfinders, under the leadership of Wg Cdr Bhupinder S Nijjar, rose to the occasion. Through meticulous oversight, planning, strategic partnerships, stakeholder management and relentless effort, a consortium was formed that met all the stipulated conditions, and the bid was prepared. The team successfully navigated the complex bidding process, including technical presentations and rigorous clarifications.
On July 4, 2023, the consortium’s bid was finally approved, marking a significant milestone in India’s Defence sector and specifically for supporting the developing Drone Ecosystem. BiJi Pathfinders played a crucial role in this achievement, demonstrating its commitment to national development and its ability to deliver complex government projects.
